Professor Dato’ Dr Sothi Rachagan
Vice Chancellor, Nilai University
Professor Rachagan holds a B.A. (Malaya), Post-Grad Dip Arts (Otago), M.A (Otago), LL M (Bristol) and PhD (London). He is a Barrister-at-Law (Lincolns Inn) and Advocate and Solicitor of the High Court of Malaya. He was an academic at University Malaya from 1972 to 2000, first at the Faculty of Arts and Social Science and then at the Faculty of Law where he served as Professor and Dean. He has taught summer programmes at various foreign universities, including Belgium, Canada, Germany, India and Japan.
In 2000, he became Consumers International’s Regional Director for Asia and the Pacific. In 2005, he returned to academia and became the Vice President (Academic Affairs), Nilai University in which capacity he served until his appointment as Vice Chancellor of Perdana University in 2013.
He returned to Nilai University as Vice Chancellor on 5th May 2015.
Professor Rachagan is currently a Commissioner of the Malaysia Competition Commission and Chairman of its Working Committee on Advocacy. He is also a member of the UNCTAD Expert Panel on Consumer Protection and a member of the Advisory Panel of the Centres for Consumer and Competition Law of several foreign universities. In October 2013, he was appointed as the Chair of the UNCTAD Intergovernmental Working Committee on Financial Services.
Professor Rachagan has over the years served in many national and international bodies.
At the national level, he has served as Deputy Chairman of the Insurance Mediation Bureau, member of the Advocates and Solicitors’ Disciplinary Board Investigation Tribunal Panel and the Disciplinary Committee Panel, member of the Human Rights Commission of Malaysia’s Sub-committee on Education, Vice President of the Selangor and Federal Territory Consumers Association and Honorary Legal Advisor of the Federation of Malaysian Consumers Association. He has also served on committees of various Malaysian ministries including those for Trade and Consumer Affairs, Science, Technology and Environment, Energy, Posts and Telecommunications, and Health.
At the international level, he has served as Chairman of the LAWASIA Standing Committee on Consumer Law, President of the ASEAN Law Schools Association and member of the Commission on Environmental Law of the IUCN. He is the immediate past-President of the International Association for Consumer Law. He served as the Vice-Chair-cum-Rapporteur of the 13th Session of the UNCTAD Intergovernmental Group of Experts on Competition Law and Policy held in 2013 and is the Chair of the UNCTAD Working Committee on Financial Services for the Revision of the United Nations Guidelines on Consumer Protection.
Professor Rachagan has published widely and presented papers and keynote addresses at numerous national and international conferences on a variety of topics including on consumer, competition, environmental, human rights and election law.
